UNODC Libya Annual Report 2025

In 2025, UNODC continued to strengthen its partnership with Libyan institutions, supporting national efforts to respond to crime, corruption, and security threats, while advancing rule of law and criminal justice reforms. Through seven active programmes implemented under the Regional Framework for the Arab States (2023–2028), UNODC provided technical assistance, capacity-building, policy support, and operational expertise across key thematic areas including drug control, organized crime, trafficking in persons and smuggling of migrants, anti-corruption and financial crime, maritime security, counter-terrorism, and juvenile justice. 

Working closely with national authorities and international partners, UNODC supported the development of institutional frameworks, strengthened operational capacities, and promoted regional cooperation. UNODC interventions contributed to enhancing national ownership, fostering inter-agency coordination, and supporting the development of sustainable responses to transnational organized crime and criminal justice challenges. 

Key achievements included advancing maritime security through the development of Standard Operating Procedures and maritime coordination mechanisms; strengthening border management capacities to counter illicit trafficking; supporting Libya's efforts to combat trafficking in persons and smuggling of migrants through legislative, operational, and protection-focused initiatives; and promoting integrity, anti-corruption, and anti-money laundering measures through technical assistance and strategic partnerships. 

UNODC also facilitated regional dialogue on emerging terrorism threats, supporting cross-border cooperation among criminal justice and security institutions in North Africa. At the same time, the Office continued to advance crime prevention and juvenile justice reforms through sustained engagement with national counterparts and renewed partnerships within the United Nations system. 

Throughout the year, UNODC's work reflected a commitment to strengthening institutions, enhancing professional capacities, and supporting evidence-based approaches to justice and sector reform. Implemented in partnership with a broad range of Libyan stakeholders and supported by international donors, these efforts contributed to advancing the rule of law, promoting accountability, and reinforcing Libya's capacity to address evolving criminal threats while supporting longer-term stability and development.
