The report highlights the country’s continued dependence on hydrocarbons, while pointing to limited fiscal space for development due to high wage and subsidy expenditures. 

The analysis shows growing needs for diversified revenue sources, strengthened public financial management, improved investment climate, and expanded access to global vertical funds. It further examines trends in foreign direct investment, official development assistance, and opportunities to leverage innovative financing, including Islamic finance, to support Libya’s long-term development.
