WFP Annual Country Reports - Libya 2025
In 2025, as Libya faced mounting humanitarian needs amid unprecedented refugee arrivals driven by the Sudanese conflict—surpassing 514,000 people—WFP scaled up emergency food and cash‑based assistance, reaching more than 240,000 Sudanese refugees and host community members. Nutrition support nearly doubled, benefiting over 35,600 children as well as pregnant and breastfeeding women and girls.WFP also concluded its six‑year school feeding programme, which in 2025 provided daily nutritious meals to 15,040 primary schoolchildren in 33 schools across Derna, while creating 56 new jobs. Despite funding and access challenges, WFP prioritized the most vulnerable, delivering aid in high‑influx areas such as Al Kufra and strengthening partnerships with local authorities.Beyond immediate food assistance, WFP invested in restoring essential community services. In AlQatroun, five bakeries were rehabilitated, ensuring reliable bread supplies for around 450 households from both host and refugee populations. To address water scarcity, WFP installed and rehabilitated four desalination units, repaired multiple wells, and deployed ten solar power systems to improve water extraction efficiency. Together, these interventions restored critical infrastructure across southern Libya, benefiting more than 150,000 people and strengthening community resilience. As the lead agency of the United Nations Benghazi Hub, WFP expanded facilities and scaled services to meet growing humanitarian demands. Through its common services, WFP provided ICT and logistics support to partners, enabling faster coordination, secure communications, and more effective delivery of assistance across Libya.WFP also facilitated cross‑border humanitarian shipments to Chad and Sudan through the reopened corridor, while continuing to provide on‑demand services for the wider humanitarian community. In total, WFP reached 256,000 beneficiaries in 2025, marking a strategic shift toward emergency response under its extended Country Strategic Plan through 2026.
